Should Cian Healy be on the Irish Squad this Rugby World Cup?

There is a lot of doubt among Irish fans about the real fitness of Cian Healy. Should he be in the squad as a forward if he is not 100%? His absence has been noticed but he has had a rough year. First an ankle injury, then hamstring and then of course a much more serious knock to his neck which resulted in surgery in May. Perhaps the strategy lies in the fact that we may not need him until October, but is that a risk? For the last two qualifying games against Italy and France, Ireland will need to be at their best and is this with Cian Healy or without?
